If you are asking how to decorate a cake without buying anything, than for writing, put icing into a plastic bag, squeeze it into on corner and snip a small hole in it. Squeeze onto the cake. For the border you can do the same except cut an x instead of a hole so, the incing comes out in a nice shape.

get a plastic baggie and press frosting into one corner. cut a TINY hole in that corner and you can write with it. but you have to put the frosting in first, and the hole has to be small so the writing is precise.

    for a plain tip:
take a piece of waxed or parchment paper about 15″ by 15″ square. fold it in half.

then, fold the bottom left corner up to the center of the top edge and roll it up so you have a cone. tape the edge so it doesn’t unroll.

snip the tip of the cone off–more or less depending on how large a piping you want.

fill the cone with icing and roll up the open end.

i don’t know how to make a fluted tip, though. sorry.

For making a tip for doing the border, use a piece of parchment paper, cut a large triangle, roll it in a cone shape, cut the end like a star tip, make it jagged. Or you could just make a simple border with a larger hole than for writing in a plastic baggie (like the first answerer told you) then put little candies in it, you could use jelly beans, red hots, sprinkles of any kind, gummy bears, real flowers….have fun and be creative.

Get a plastic baggy and snip the end off to whatever size you want.It works perfectly. or make a cone with parchment paper and snip off the end.
